The Kansas Corporation Commission (KCC) currently has a vacancy for an unclassified Director of Fiscal Services for the Topeka location. The KCC is a multi-faceted agency responsible for regulating public utilities including electric, natural gas, telecommunication and water companies as well as motor carriers, oil and gas pipelines and oil and gas natural production activities. The Commission’s headquarters is in Topeka with the central Conservation office in Wichita and four Conservation district offices located in Dodge City, Wichita, Chanute and Hays.

Position Summary & Responsibilities

The Director of Fiscal Services directs and manages the fiscal services support staff for the KCC and is responsible for the day-to-day operations of the division. The successful candidate should have extensive knowledge of generally accepted accounting principles, auditing standards, general principles of public management, fiscal administration and financial management, state and federal laws, regulations and directives governing fiscal management and reporting and procurement.


Job Responsibilities may include but are not limited to the following:

  • Provides technical assistance and guidance to Division Directors and Commissioners on agency budget and fiscal matters.
  • Supervises fiscal staff with providing support and completion of the development of and maintains the agency budget, researches and develops budget projections and responds to budget inquiries.
  • Provides overall guidance and direction of fiscal staff including establishing standards for the quantity and quality of work performed to support the agency Divisions.
  • Oversees the day-to-day operations including accounts payable and accounts receivable systems, agency contracts, year-end close activities, and auditing oversight.
  • Ensures accounting operations are in compliance with generally accepted accounting principles, federal and state laws, policies and procedures.


Qualifications


Minimum Qualifications:

  • Five years of experience in professional accounting/auditing work and supervisory experience.

Preferred Qualifications:

  • Master’s degree in accounting or finance.
