Job Description and Duties

Under the direction by the Vice Chair, the incumbent independently performs at the full journeyperson level varied, complex, technical, and analytical work on the topics of energy generation and use in the petroleum refining industry, including combined heat and power applications.

The incumbent will evaluate petroleum refinery power generation and use in relation to refinery operations and also evaluate associated impacts to the refineries to support the development and evaluation of regulatory and policy tools recommended by the Vice Chair, including but not limited to evaluation of refining margins, minimum inventory requirements, re-supply requirements, regional and alternative fuel specifications, and system-wide investments required for safety and resiliency. The incumbent will work with economists, engineers, and analysts to provide technical expertise on operations across the petroleum refining value chain. The incumbent will serve as a knowledgeable resource on generation technology, markets, and strategic issues as directed and may also play a primary role in coordination and collaboration with other state, federal, and local agencies, as well as other interested stakeholders and the public.

Working Conditions

The CEC supports a hybrid workplace model with office-based and remote-centered workers. Limited in-person attendance and occasional travel may be required based on the needs of the division. Regular and consistent attendance is essential to successful performance. This position is remote-centered, which means the incumbent works 50 percent or more of their time from an alternate work location.

Teleworking is only available for employees who reside in California. You must be located in California and provide your in-state address prior to your start date. Regular and consistent attendance is essential to successful performance. Occasional travel may be required based on the needs of the division.

1. Demonstrated experience effectively providing advice, guidance, and recommendations to top-level managers or other high-profile individuals and entities.

2. Ability to act as a liaison with top-level managers, private and public sector representatives, the Legislature, Governor’s Office, State, Federal and local governmental agencies.

3. Strong written and verbal communication skills.

4. Experience analyzing legislation and/or regulations and communicating analyses to principals, top-level managers, or high-profile individuals and entities.

5. Demonstrated ability to use good judgement and make sound decisions in challenging, sensitive, or complex situations while maintaining tact, diplomacy, and discretion.

6. Demonstrated strengths in developing collaborative working relationships and facilitating stakeholder discussions.

7. Must be self-motivated and able to represent the Commission both internally and with external stakeholders.
