Job Description

Job Purpose:
The Program Manager serves as the principal leader and single point of contact for all contract activities supporting our client. This role is responsible for overall program execution, financial and operational oversight, workforce supervision, quality assurance, risk management, and compliance with all contractual, federal, and organizational requirements. The Program Manager ensures the successful delivery of services, achievement of performance objectives, and effective collaboration with government stakeholders.

Responsibilities:
  • Lead the planning, execution, and day-to-day management of all contract requirements, including program operations, financial administration, internal controls, travel, conference, and administrative support functions.
  • Serve as the primary liaison with the government Contracting Officer (CO), Contracting Officer’s Representative (COR), and other stakeholders, representing the company in all official communications and meetings.
  • Provide overall leadership and supervision of program staff, including recruitment, onboarding, performance management, professional development, and succession planning.
  • Oversee development and implementation of key management artifacts, including the Transition Plan, Contract Management Plan, and Quality Control Plan (QCP), ensuring seamless service delivery and compliance.
  • Establish, track, and report performance metrics to ensure timely, accurate, and high-quality deliverables and responsiveness to all government requests.
  • Identify program risks and issues; implement mitigation strategies and corrective actions to ensure contract performance and continuity of operations.
  • Ensure all program activities comply with applicable federal regulations, agency policies, and contract requirements, including finance, IT, security, privacy, and labor standards.
  • Support surge and optional staffing requirements and participate in internal and external audits, reviews, and assessments as required.
  • Foster continuous improvement initiatives and implement best practices to enhance efficiency, quality, and customer satisfaction.
  • Other duties as assigned.
Education and Experience:
  • Bachelor’s degree (BA/BS) from an accredited college or university in Business Administration, Public Administration, Finance, Management, or a closely related field; Master’s degree (preferred).
  • A minimum of ten (10) years of progressive professional experience managing complex government or enterprise-level programs or contracts.
  • At least five (5) years of experience in a program management or supervisory role supporting federal financial, administrative, or technical service delivery efforts.
  • Demonstrated experience overseeing multidisciplinary teams, managing contract deliverables, and serving as the primary client interface.
  • Proven ability to manage contract transitions, workforce operations, and performance-based service delivery.
  • Experience implementing quality control processes, managing risk, and leading corrective action efforts.\
  • Prior experience supporting large or complex federal agencies in a program management or key personnel role.
  • Experience managing geographically distributed or remote teams.
  • Ability to obtain and maintain a Public Trust or equivalent security clearance.
  • U.S. Citizenship required.
  • Strong written and verbal communication skills, with the ability to engage effectively with senior government officials and internal leadership.
